Cox didn't get an invite because he fails to pull even 1 percent of the vote in ANY poll!
Cox was loitering outside the Reagan Library during the debate trying to bother the reporters and was escorted from the premises by the police. Not what I'd call a "serious" candidate. But very entertaining.
